Vietnamese Prime Minister Pham Minh Chinh and Russian President Vladimir Putin pledged to further boost ties between the two counties in all fields, including trade, investment, and energy, during their meeting on the sidelines of the expanded BRICS Summit in Russia’s Kazan City on Thursday.

At the talks, President Putin thanked PM Chinh and the Vietnamese delegation for attending the summit held that day.

He also extended thanks to the Vietnamese government for providing directions in the implementation of agreements reached between the two countries, and for finding solutions for clearing certain difficulties and obstacles to bilateral cooperation.

PM Chinh expressed his pleasure at visiting Kazan and meeting with President Putin, affirming that the Party and state of Vietnam attach importance to the comprehensive strategic partnership set up with Russia in 2012.

The two leaders shared their satisfaction that the partnership has continued to develop over the past 12 years.

In the first nine months of 2024, two-way trade between Vietnam and Russia reached US$3.52 billion, up 40.4 percent year on year, the Vietnamese Ministry of Trade and Industry reported.

Currently, Vietnam is Russia's largest trading partner in Southeast Asia, while Moscow is one of Hanoi's top five trading partners in Europe.

As of last month, Russia had operated 188 investment projects in Vietnam with a combined registered capital of nearly $989 million, ranking 26th out of 146 countries and territories with investments in the Southeast Asian country.

However, the two leaders said that such development has yet to unlock the full potential of the partnership.

They requested that both sides coordinate more closely to further beef up all-round cooperation, especially in trade, investment, and tourism, as well as in new areas such as renewable energy and infrastructure.

President Putin lauded the successful organization of the 25th meeting of the Vietnam-Russia Intergovernmental Committee for Economic-Trade and Scientific-Technological Cooperation, urging the two sides to effectively implement the results of the meeting.

PM Chinh said Vietnam is ready to facilitate Russian enterprises in investing in the Vietnamese market, and suggested that Russian President Putin continue to direct the Russian government to coordinate with the Vietnamese side to speed up cooperation in all fields, ensuring the harmony of interests for both sides.

The two leaders insisted on cooperation in the energy, oil, and gas sector, a cornerstone of Vietnam-Russia relations, and praised the impressive achievements made in this key sphere.

The two sides agreed to continue encouraging and facilitating the expansion of activities of Vietnamese and Russian oil and gas enterprises, and to promote more energy cooperation projects that meet the development needs of each country.

In the immediate future, the two sides agreed to foster cooperation in technology transfer, human resource training, and building a team of experts for Vietnam in energy, oil, and gas. 

The host and guest also discussed specific directions to improve the effectiveness of cooperation in other areas where the two sides have great potential for growth, such as science, technology, education, training, and transportation.

President Putin expressed deep gratitude for the warm and thoughtful reception extended by the Party, state, and people of Vietnam during his successful state visit in June, noting that it exemplified the profound and enduring ties between the two nations.

He requested PM Chinh to extend his regards to Party General Secretary To Lam and other senior Vietnamese leaders, as well as to convey his congratulations to State President Luong Cuong on his recent election as the head of the Vietnamese state.

Congratulating Russia on its socio-economic achievements in recent years under the leadership of President Putin, the Vietnamese government chief said that these successes affirm that the Russian people do not surrender to challenges and difficulties.

PM Chinh conveyed the regards of Party General Secretary To Lam, State President Luong Cuong, and National Assembly Chairman Tran Thanh Man to the Russian leader. 

He congratulated President Putin on successfully presiding over the BRICS Summit and the expanded BRICS Summit, as well as other BRICS activities in 2024 in a bid to “build a better world.”

The two sides agreed to join hands in organizing activities to celebrate the 75th anniversary of diplomatic relations in 2025.
