The third Vietnam-Canada Defense Policy Dialogue was held on Thursday in Hanoi, where it was co-chaired by Sen. Lt. Gen. Hoang Xuan Chien, Vietnamese Deputy Minister of National Defense, and his Canadian counterpart Stefanie Beck.
During the event, Chien highlighted the positive progress in bilateral defense cooperation, emphasizing that both sides have been actively implementing cooperation agreements signed in previous dialogues.
Since the second Vietnam-Canada Defense Policy Dialogue in September 2023, the two nations have strengthened engagements in delegation exchanges, dialogue and consultation mechanisms, training programs, and UN peacekeeping cooperation.
In the years to come, Chien proposed further strengthening collaboration in key areas such as high-level exchanges, established dialogue mechanisms, training, experience-sharing, UN peacekeeping support, defense industry cooperation, war legacy remediation, and border management.
He also reaffirmed Vietnam’s support for Canada’s aspiration to join the ASEAN Defense Ministers’ Meeting Plus (ADMM+) based on the consensus from ASEAN.

Both sides also discussed global and regional security issues.
Chien reiterated Vietnam’s consistent foreign policy of independence, self-reliance, peace, friendship, cooperation, development, and multilateralization and diversification of foreign relations.
He stressed Vietnam’s commitment to resolving disputes through peaceful means, adhering to international law and contributing to regional and global stability.

Regarding the East Vietnam Sea, Vietnam reaffirmed its commitment to international legal frameworks, particularly the 1982 United Nations Convention on the Law of the Sea.
He also emphasized the need to uphold the Declaration on the Conduct of Parties in the East Vietnam Sea and expedite the negotiation and adoption of an effective Code of Conduct for the maritime area to maintain regional peace and stability.
Deputy Minister Beck emphasized her positive impressions of the growing defense cooperation between the two nations.
She expressed her hope for more effective collaboration between the two nations.
Wrapping up the event, both sides signed the official minutes of the third Vietnam-Canada Defense Policy Dialogue.
