The soil excavation site belonging to the Phan Thiet-Dau Giay Expressway project poses a significant hazard of landslides, according to a report from the Department of Agriculture and Rural Development of Dong Nai Province in southern Vietnam.
Before releasing this report on Friday, the department collaborated with relevant agencies to conduct inspections and assess the condition of soil quarries in Cam My and Xuan Loc Districts.
During the inspection of the soil excavation site in Binh Minh Hill, Suoi Cat Commune, Xuan Loc District, which supplies soil for the Phan Thiet-Dau Giay Expressway and is operated by the Vinaconex-Trung Chinh joint venture, the officials identified several violations.
These included deviations from the approved plan in terms of slope angles and the extent of excavation.
Particularly, the vertical cutting of the hill has a 90-degree slope and is 15 meters to 30 meters in height.
After the completion of excavation, the ground level appears to be 1.5 to two meters lower than originally planned.
The land reclamation team has been depositing excess soil from various locations to level the area, creating a layer with a thickness of 1.5 meters to two meters.
However, they forgot to collect the topsoil layer as required and have proceeded with restoring the ground to its original state.
According to the evaluation conducted by the Department of Agriculture and Rural Development of Dong Nai Province, these violations pose a significant labor safety hazard and carry a high risk of landslides, particularly during the rainy season.
In the event of a landslide, significant damage is anticipated.
As a result, the department recommended that the chairman of the provincial People’s Committee intervene and instruct the Vinaconex-Trung Chinh joint venture to promptly implement measures to prevent landslides and ensure the safety of lives and property.
In addition, the venture is urged to swiftly relocate equipment, assets, and workers from the vulnerable zone.
Furthermore, the installation of warning signs and barriers, and the deployment of personnel to caution against the perilous areas are also advised.
The department also urges the provincial People’s Committee to issue similar preventive action orders for the Dong Nai Command Committee for Natural Disaster Prevention and Mitigation and Search and Rescue, as well as commanding an investigation to verify the violations and take appropriate measures against those found responsible for the infractions.
The 99-kilometer Phan Thiet-Dau Giay Expressway was opened to traffic at the end of April.
The route starts from an intersection with the Vinh Hao - Phan Thiet Expressway running through Ham Thuan Nam District in Binh Thuan Province and ends at an intersection with the Ho Chi Minh City-Long Thanh-Dau Giay Expressway passing through Thong Nhat District in Dong Nai Province.
