-- Vietnamese Deputy Minister of Foreign Affairs  Pham Thanh Binh held talks with Vice Minister for Foreign Affairs of North Korea Pak Sang Gil on Tuesday during the latter’s visit to Hanoi.

-- Vietnamese National Assembly Chairman Tran Thanh Man had a meeting with Russian President Vladimir Putin in Moscow on Tuesday as part of his official visit to Russia.

-- General Phan Van Giang, Vietnam’s Politburo member, Deputy Secretary of the Central Military Commission and Minister of National Defense, held talks with U.S. Defense Secretary Lloyd Austin following an official welcome ceremony for him in Washington D.C. on Tuesday.

Society

-- The General Department of State Reserves on Tuesday directed the State Reserve Department in Hanoi to distribute 200 metric tons of national reserve rice free of charge to support those affected by typhoon Yagi, which swept through northern Vietnam on Saturday and Sunday, leaving a trail of devastation.

-- A flash flood in Lao Cai Province, northern Vietnam engulfed a village of 128 residents on Tuesday, resulting in 30 rescues and the recovery of 16 bodies.

-- Floodwaters on the Red River surged rapidly through Hoan Kiem District in Hanoi on Tuesday night, prompting residents to urgently relocate to shelters.

-- The National Center for Hydro-Meteorological Forecasting on Wednesday monring issued a warning about continued rising floodwaters on the Red River in Hanoi, which are causing flooding and landslides in riverside areas and posing a risk to the security of dikes in the districts of Bac Tu Liem, Hai Ba Trung, Dan Phuong, Phuc Tho, Son Tay, Thanh Tri, Gia Lam, Long Bien, Tay Ho, Hoan Kiem, and Dong Anh.

-- Five people are reported missing following the collapse of the operations building at the Southeast Asia - Nam Luc Hydropower Plant in Ban Cai Commune, Bac Ha District, Lao Cai Province on Tuesday.

-- A section of the Lo River dike in Quyet Thang Commune, Son Duong District, Tuyen Quang Province, northern Vietnam has been breached due to rising river water on Tuesday night. Residents in the affected areas had been evacuated in advance, so there were no reported casualties.

-- The Institute of Geophysics reported that a magnitude-2.5 earthquake with a focal depth of approximately 10km occurred in Bao Lac District, Cao Bang Province, northern Vietnam on Tuesday.

-- Ho Chi Minh City, Binh Duong, Quang Nam, and Quang Binh Provinces donated VND120 billion (US$4.8 million), VND10 billion ($405,350), VND22 billion ($891,770), and VND5 billion ($202,675), respectively, to help alleviate the difficulties and losses faced by people affected by typhoon Yagi and floods in the northern region.

-- Vietnam lost 1-2 to Thailand in Hanoi on Tuesday night in the final game of a friendly football tournament, which had its awards canceled due to typhoon Yagi impacting the schedule.
