Police in Ho Chi Minh City have initiated legal proceedings against a 40-year-old man accused of violently assaulting a motorcyclist following a minor traffic collision.

On Friday, the investigative unit of District 4 announced a prosecution decision and issued a two-month detention order for Bui Thanh Khoa, a temporary resident of District 10, charging him with intentionally causing injury.

Khoa has been in police custody since Tuesday after attacking Q.T.T.A., a 23-year-old woman from District 1, during an altercation that followed a minor collision in District 4 around 7:00 am on Monday.

His assault was recorded by the dashcam of a car, with the clip going viral on social media soon after that.

As shown in the clip, while riding a motorbike on Khanh Hoi Street in District 4, Khoa passed by A.'s motorbike running in the same lane and then collided slightly with the young woman’s vehicle.

The minor collision caused no injury or damage to either party, but Khoa stopped his vehicle right on the roadway and began repeatedly punching A. in the face, causing the woman to fall backward onto the median strip.

Khoa continued his assault by striking A.'s head with his elbow and kicking her face.

As A. managed to stand up, Khoa beat her with his hands.

He only stopped when being asked to do so by the driver of another car traveling in the opposite direction.

The man then left the scene on his bike.

A. later reported the case to local police and went to District 4 Hospital to have her injuries examined. 

Doctors later concluded that A. suffered from physical trauma, including swelling in her right cheek and bruises around her lips.

Police concluded that Khoa's actions demonstrated aggression, disregard for the law, and caused widespread public outrage, warranting strict legal action to set an example.

Before his arrest, Khoa, a freelance cosmetics dealer, was living with his two children following his wife’s departure. He had no prior criminal record.

After receiving legal counsel, Khoa expressed deep regret for his behavior, acknowledging that his actions disrupted public order and inconvenienced others on the road.

"This is a valuable lesson for me," he said.
