High-level funeral for deputy police minister Pham Quy Ngo

The funeral of the late Deputy Minister of Public Security Senior Lieutenant General Pham Quy Ngo, who passed away Tuesday, will be conducted with the necessary rituals for high-ranking officials, the Ministry of Public Security said.

The funeral, to be organized by the ministry, will be carried out under relevant regulations in Decree 105 of the Government on organizing funerals for officials and civil servants, said the ministry. The Central Executive Committee of the Communist Party of Vietnam, the Party Committee of the Ministry of Public Security, the ministry, and the family of the deceased issued a death notice on Wednesday, February 19. According to the funeral plan, the memorial service will begin from 7:30 am to 11 am on February 23, 2014 at the National Funeral House at 5 Tran Thanh Tong Street in Hanoi. The memorial service and casket-moving ceremony will be conducted at 11:10 am the same day and the late vice minister will be carried to his last resting place in his native land in Dong Cuong Commune, Dong Hung District, Thai Binh Province. Ngo had suffered from cancer for years and died at 9:05 pm at Central Military Hospital 108 in Hanoi on February 18. Pham Quy Ngo was born on December 24, 1954 in Dong Cuong Commune, Dong Hung District, in northern Thai Binh Province. He was admitted to the Communist Party of Vietnam on April 19, 1980. 

He was a member of the Central Executive Committee of the Communist Party of Vietnam (the 11th tenure), a member of the Standing Committee of the Party Committee of the Public Security Ministry, a Deputy Minister of the Public Security Ministry, and a deputy of the National Assembly (the 11th tenure).  He was conferred with a Military Medal, Third Class; three Feat of Arms Medals, First, Second, and Third Class; a 30-year Party Membership Insignia; and many other merit awards. He was also honored with a Medal of Friendship and a Medal of Independence by the State of the People’s Democratic Republic of Laos. Ngo was appointed Deputy Minister of Public Security on August 12, 2010, and on January 18, 2011, he was elected as a member of the Central Executive Committee of the Communist Party of Vietnam (the 11th tenure).

On July 22, 2013, Ngo was promoted to Senior Lieutenant General.

As a Deputy Minister of Public Security, Ngo was assigned to be in charge of the General Police Department for Crime Prevention and Control, and he was also made head of the board of investigation for the corruption case at the Vietnam National Shipping Lines (Vinalines).
