Nghe An Province in north-central Vietnam will develop a liquefied natural gas (LNG) power plant project in Hoang Mai Town with a total investment of US$2.15 billion.

The Office of the provincial People’s Committee announced on Tuesday that the province will allocate 210 hectares of land for the LNG power plant development.

The Quynh Lap LNG power plant project will be located in Quynh Lap Commune, Hoang Mai Town, with a capacity of 1,500 MW. 

All relevant departments and local authorities were told to quickly complete all procedures to approve the project and select an investor by the end of the first quarter.

On January 7, Minister of Industry and Trade Nguyen Hong Dien chaired a teleconference with the leaders of localities and investors of power plant projects on the urgent need for measures to ensure sufficient power supply for production, business, and daily use in 2025 and the 2026-30 period.

Minister Dien urged the provinces and cities to finalize the selection of investors for power plant projects by the end of the first quarter of 2025. 

Among these projects are those in Nghe An, Thanh Hoa, and Ninh Thuan Provinces.

The Quynh Lap LNG power plant project will include an LNG power plant, a storage facility, a receiving port, breakwaters, and other auxiliary facilities.

The plant will require around 1.15 million metric tons of liquefied natural gas annually to fuel its operations. 

The receiving port will be able to accommodate vessels with a deadweight tonnage of nearly 100,000 metric tons.

The project is scheduled to begin commercial operations before 2030.

The Nghe An Department of Planning and Investment has received five proposals from potential investors for the project.

The department is in the process of reviewing these submissions and will proceed with the next steps, including the bidding process for land allocation and investor selection.

Approved in 2009 by the Ministry of Industry and Trade, the Quynh Lap Thermal Power Plant project was initially planned with a capacity of 2,400 MW and situated in Quynh Luu District.

The project started in 2015, but its construction has been halted for years.

Therefore, the provincial administration proposed the government allow the province to stop it and develop an LNG power plant.
