A non-helmeted young man, who drove a motorbike with one leg at high speed with a girl behind late last month in Hanoi, has received an administrative fine of US$315.

Police in Hanoi’s Dan Phuong district Tuesday announced that since he is not a full 18 years old yet, they had to cut the fines by half to VND6.59 million (US$315).

The reckless driver is Nguyen Van Truong, just a bit short of 18 years old, from Hong Ha commune in Dan Phuong district.

Truong also had his bike seized pending further investigations.

Meanwhile, Nguyen Huu The, 16, who filmed Truong’s stunt and posted it on YouTube, was fined VND220,000 ($10.5) for driving without a helmet on and without a driving license.

Previously, on September 24, a 1-minute video on YouTube showed a non-helmeted young couple speeding on a white Wave bike. When they reached an empty street, the man began to control the bike with one leg, which was loudly cheered by his 16-year-old cameraman.

Meanwhile, the girl kept quiet during the stunt.
