Prime Minister Nguyen Tan Dung has approved a plan to concretize the UN Convention Against Torture (UNCAT), to which Vietnam became a signatory on November 7, 2013.

He instructed ministries and relevant agencies to carry out propaganda and disseminate regulations and laws about the prevention of and fight against torture and types of cruel, inhuman and degrading treatment.

Government agencies are required to step up inspection and supervision to ensure it is well observed.

The PM has also asked the Supreme People’s Procuracy to coordinate with the Supreme People’s Court and the ministries of public security, justice, and national defense to modify and perfect relevant articles of the penal code and thus ensure the rights of detainees and prisoners.

The premier proposed that state agencies revise current regulations on complaints and compensation so that they conform to the convention against torture.

Deputy Minister of Foreign Affairs Le Hoai Trung, who signed the convention on behalf of the Vietnamese government, stated that the signature is an expression of the government's strong dedication to fighting torture and other ill-treatment in Vietnam, as well as upholding human rights in the country.

Vietnam is the 6th State party to the UNCAT in ASEAN, after Indonesia, Thailand, the Philippines, Cambodia, and Laos.
