Vietnam welcomed 28 high-ranking delegations from countries around the world in 2023, including five official state visits.
2023 was a busy year of diplomatic activities in Vietnam, especially high-ranking delegation exchanges, Minister of Foreign Affairs Bui Thanh Son said, adding that Vietnam sent 22 leadership delegations to other nations.

Australian Governor-General David Hurley was the first foreign leader to pay a state visit to Vietnam in 2023.
His four-day state visit to Vietnam was made in April at the invitation of Vietnamese State President Vo Van Thuong, making him the first national guest invited to the country following Thuong’s appointment in March.

In June, Vietnam welcomed South Korean President Yoon Suk Yeol with a 21-gun salute in Hanoi. Only six months prior, in December 2022, the two nations upgraded their ties to a comprehensive strategic partnership.
During the visit, State President Thuong, his South Korean counterpart, and their spouses enjoyed breakfast together, strolled around Guom (Sword) Lake in Hanoi, and witnessed the signing of over 100 cooperation deals between companies from the two countries.

On September 10, U.S. President Joe Biden arrived in Hanoi aboard Air Force One for a state visit to Vietnam at the invitation of Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam, bringing global attention to the Southeast Asian country.
The visit marked the first time both the president and vice-president of the U.S. had visited Vietnam in a single term, since the two countries established diplomatic relations in 1995.
During the trip, Vietnam and the U.S. officially elevated ties to a comprehensive strategic partnership, Hanoi's highest diplomatic level.

Chinese Party General Secretary and President Xi Jinping, along with his spouse Peng Liyuan, arrived in Hanoi in mid-December for a state visit to Vietnam at the invitation of Vietnamese Party General Secretary Trong and his spouse, as well as State President Thuong and his spouse.
This was Xi’s third state visit to Vietnam since he became General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China.
Vietnamese and Chinese ministries, agencies, sectors, and localities signed 36 cooperation deals during his visit, which far exceeded the number of agreements inked on Xi’s two previous visits to the Southeast Asian country.
The two nations reached a consensus on deeper partnership and stronger multifaceted cooperation.
In a joint statement released during the visit, the two leaders underscored the importance of peace, mutual respect, friendship, cooperation, sovereignty and territorial integrity, and compliance with the principles of international law and the United Nations Charter in addressing international issues.
