The Vietnamese Ministry of Public Security has announced that two foreign-based terrorist organizations are operating in Vietnam, saying that they have used violence to seek the establishment of autonomous states in the Central Highlands.
The first group, called Montagnard Support Group, Inc. (MSGI), was established in 2011 by Y Mut Mlo and Y Duen Bdap, former members of the 'Montagnard Foundation' in the U.S..
The group is headquartered at P.O.BOX 668843, Charlotte, NC 28266, the U.S., and runs the website www.montagnardsupportgroup.blogspot.com as well as the 'Montagnard Support Group' on social media.
Y Mut Mlo, born in 1960 in Dak Lak Province, located in Vietnam's Central Highlands, leads the group and is assisted by his deputy Y Duen Bdap.
The second organization is Montagnard Stand for Justice (MSFJ), which was established in July 2019 in Thailand. It began operating in the U.S. in April last year.
This group is based at 49/312 Kraorattana, Soi 6, Bang Rak Phatthana, Bang Bua Thong District, Nonthaburi Province, 11110, Thailand.
Its websites and media channels consist of 'msfjustice.org,' 'Montagnard Stand for Justice,' 'Nguoi Thuong Vi Cong Ly;' 'Klei Kpa Eno Ko Anak Cu Chiang;' 'BHRM Montagnards;' and 'MSFJ TV.'
The organization is led by Y Quynh Bdap, Y Phik Hdok, and Y Pher Hdrue, among others, all from Dak Lak.
According to the Ministry of Public Security, the two groups operate with identical methods and objectives.
They aim to incite ethnic minority people to engage in violent acts such as terrorism, protests, and armed riots.
They provide financial support, weapons, and vehicles to facilitate terrorist attacks, targeting the killing of officials and residents, as well as causing damage to state assets.
The ultimate goal is to demand secession, autonomy, and the establishment of a separate state in the Central Highlands.
The ministry has unequivocally declared both groups as terrorist entities.
As a result, those who join, propagate, and entice others to participate in, sponsor, receive sponsorship, enroll in training courses, or follow the groups' directives will face charges related to terrorism or financing terrorism.
Such people will be subject to legal repercussions in accordance with the law.
