The Hanoi People’s Committee has officially reported to Prime Minister Nguyen Tan Dung about the inspection of a complex that has 19 floors above the ground and four basements, at 8A Le Truc Street, Ba Dinh Street, close to the Ho Chi Minh Mausoleum.
The complex, which includes a trade center, offices for lease and high-class apartments for sale, is now 69 meters in height, including 53 meters for the above-ground structure and 16 meters for the underground basements.
The developer of the project is Le Truc Garment Joint Stock Company, not Kinh Do TCI Group as previously reported by local media.
Compared to the license issued to the project by the Hanoi Department of Construction in March 2014, the building is 16 meters higher than the allowed level and its gross floor area is 6,900m² more than permitted, the report said.
The investor, headquartered at the same address as the building, also committed some other violations during the construction of the high-rise, according to the report.
The inspection was conducted by a joint team in accordance with a direction of the prime minister to check if the developer followed regulations on architecture, investment, and construction, said Nguyen Quoc Hung, deputy chairman of the People’s Committee.
The investor’s infringements are serious, affecting the landscapes of the area, the committee said, adding that competent agencies have repeatedly requested Le Truc to stop the construction but it neglected the request.
The committee said it will ask the investor to modify the high-rise pursuant to the approved design and license.
The capital authorities added they will strictly handle the case and consider the responsibilities of any individuals and organizations involved.
Nguyen Van Nen, Minister and Chairman of the Government Office, told the media that the case should be further examined.
“If necessary, the prime minister will set up an inspection team to clarify the case,” Nen said.
According to the approved master plan for Hanoi as well as the detailed planning for Ba Dinh District, multistory buildings in the area where the development is located are allowed to have no more than 11 floors, VietNamNet reported.
The top part of the tower is about 400 meters away from the Ho Chi Minh Mausoleum as the crow flies, according to VTC News.
