Ho Chi Minh City waste treatment complex developer fined $60,000 for multiple violations

The developer and operator of the Da Phuoc Waste Treatment Complex, has been slapped with a hefty fine for violating multiple regulations.

The Vietnam Waste Solutions Co. (VWS) was fined VND1.5 billion (US$66,000) for five different offences, Nguyen Van Tai, head of the Vietnam Environment Administration under the Ministry of Natural Resources and Environment, said on Friday.

The first violation involves the company’s inability to process the required amount of 6,080 cubic meter of waste water per day. At the time of the investigation, the firm only met the capacity of 4,280 cubic meters per day.

VWS also failed to upgrade their hard-waste facility from 3,000 tons per day to 10,000 tons per days as required.

Due to the substandard facility, Da Phuoc Waste Treatment Complex currently holds an excess of 700,000 cubic meter of liquid waste dripping from hard garbage, causing pollution when they leaked to surrounding areas.

The second violation involves the firm’s failure to provide adequate evaluation reports regarding the waste storing and processing procedures.

Failing to obtain the approval for one of the premises constitutes the third violation. VWS has operated its hard-waste treatment facility along with an unapproved environmental protection structure since March 2015.

The last two violations involve the company’s releasing waste water from 1.5 to nearly 3 times over the limit in two different categories.

VWS is required to submit its plan to rectify all the violations to the Vietnam Environment Administration and the Ho Chi Minh City Department of Natural Resources and Environment by the end of this month.

The company is also requested to report their correctional progress by August 31 to the two said bodies.

Large piles of unprocessed waste at the Da Phuoc Waste Treatment Complex were responsible for causing foul smell to southern Ho Chi Minh City in August last year.
