Multiple violations found at tourism-industrial complex on Vietnam’s Phu Quoc Island

State inspectors have revealed multiple violations regarding compensation within a tourism-industrial complex project on Phu Quoc Island, Vietnam's biggest island, and requested disciplinary actions against 11 officials for their involvement.

A number of projects on Phu Quoc, off the southern Vietnamese province of Kien Giang, have been inspected by the provincial unit of the state inspectorate.

One of them, the Vinh Dam complex project, has been found with myriad violations, a source close to Tuoi Tre (Youth) newspaper said on Sunday, citing inspection results.

The project, which consists of resorts, hotels, restaurants, industrial clusters, and seaports, covers an area of 197 hectares in Duong To Commune and An Thoi Town in Phu Quoc.

In order to carry out the construction, over 60.2 hectares of local land, where hundreds of households were living, were cleared.

Among them, about 225 households have received their compensation while some 82 families have not.

Inspectors discovered several wrongdoings regarding the compensation of eight out of the 225 households, which resulted in more than VND7.4 billion (US$316,967) worth of losses to the state budget.

Violations were also found at the 73 hectare relocation zone, which was originally designed to provide land for 154 of the affected families.

As of April, the zone only had 51 land parcels, with no space left for the other 103 households.

In addition, 19 families who were not among the list of affected households were found being given the land parcels within the relocation zone.

Local residents have filed over 100 complaints, stating they had not received their compensation or been properly informed of the withdrawal of their land plots.

The inspectorate also pointed out multiple offenses within the project, which caused about VND18 billion ($771,471) in losses to the state budget.

About 150 projects have been initiated across Phu Quoc Island over the past five years, according to data reviewed by Tuoi Tre.

The Vinh Dam complex is the first among them to have its violations revealed by competent authorities.

Phu Quoc is a district administered by the Kien Giang government.

The Kien Giang inspectorate has requested disciplinary actions against 11 officials in Phu Quoc for their involvement in the Vinh Dam case.

Dinh Khoa Toan, deputy secretary of the Phu Quoc Party Committee, and Huynh Quang Hung, vice-chairman of the Phu Quoc administration and head of the island’s committee in charge of compensation and relocation, were among the officials responsible.

Three others are expected to be criminally charged for “intentional violations of state regulations on economic management,” which led to serious consequences.
