-- The Vietnamese Party Central Committee, at its eighth plenum opening on Monday, stripped Le Duc Tho, secretary of the Party Committee of Ben Tre Province in southern Vietnam, of all of his Party posts as he seriously violated the Party's regulations and the state's laws.

Society

-- Rescuers in Gia Lai Province in the Central Highlands region on Monday saved four children aged between 11 and 14 who were trapped in the rushing floodwaters, a local official said the same day.

-- The Vietnamese Ministry of Culture, Sports and Tourism said it will propose the government revise the international tourist target for this year to 12.5-13 million, a 56-percent surge from the eight million set at the beginning of the year.

-- Police in Dong Nai Province, a neighbor of Ho Chi Minh City, on Monday arrested a 34-year-old man for kidnapping a three-year-old girl, who is his acquaintance’s daughter, demanding a ransom of VND2 billion (US$82,177). The child was returned home unharmed.

-- Ho Chi Minh City-based property developer Van Thinh Phat Holdings Group was accused of defrauding 42,000 investors of VND30 trillion ($1.2 billion) through the illegal issuance and trading of bonds, the Ministry of Public Security said on Monday.

-- Rescuers in southern Binh Phuoc Province on Monday found the body of a 44-year-old woman who was swept away by floodwaters by some five kilometers while she was riding a motorbike the same day.

-- Police in Thu Duc City, under Ho Chi Minh City are investigating the cause of the death of a six-year-old child who ate cream puffs and moon cakes in a celebration of the Mid-Autumn Festival on Friday last week.

Business

-- “U.S. private equity firm Bain Capital has made its first investment in Vietnam, with at least $200 million in the Masan Group conglomerate, and could bring in other investors to raise that to $500 million,” Reuters reported, citing the two firms’ announcements.

-- Vietnam's petrol prices fell on Monday after hikes over the past three months. In particular, the popular RON95 and biofuel RON92 dropped VND906 ($0.04) and VND695 ($0.03) per liter, respectively, while the prices of diesel oil and kerosene were kept unchanged, according to an announcement jointly released by the Ministry of Industry and Trade and the Ministry of Finance.
