Authorities in Dong Nai Province, southern Vietnam have approved a plan to convert Bien Hoa 1 Industrial Park, the country’s oldest industrial park, into an urban, trade, and service area, a local official said on Monday.
The province will relocate enterprises out of the industrial park before December 2025.
Established in 1963 under the name Bien Hoa Industrial Zone, Bien Hoa 1 Industrial Park in An Binh Ward, Bien Hoa City was the first of its kind in Vietnam.
Nguyen Huu Nguyen, director of the Dong Nai Department of Planning and Investment, said the province planned the industrial park conversion over ten years earlier.
The conversion plan includes two projects: a 44-hectare administrative and political center and the 286-hectare Bien Hoa 1 urban, trade, and service area.
The province aims to transform the area into a civilized, modern, and sustainable urban, trade, and service hub.
This move seeks to revitalize both the specific area and Bien Hoa City as a whole, while also mitigating water pollution in the Dong Nai River.
The relocation of enterprises out of Bien Hoa 1 Industrial Park is divided into two phases, according to Nguyen.
In the first phase, enterprises whose facilities cover over 75 hectares of land in the south of the industrial park will move prior to December this year.
The remaining firms will relocate to other locations before December next year.

According to the provincial Department of Planning and Investment, 70 companies with over 21,000 laborers have their contracts to lease land in the industrial park remain valid.
Nguyen said the province had repeatedly worked with enterprises in the industrial park to learn about their difficulties during the relocation as well as their proposals.
The Dong Nai administration first proposed the central government convert Bien Hoa 1 Industrial Park into an urban, trade, and service area to protect the water environment in the Dong Nai River in 2008 and got the approval a year later.
In late January 2021, the prime minister issued a decision to remove Bien Hoa 1 Industrial Park from the list of industrial parks in Vietnam.

Bien Hoa 1 Industrial Park is 340 hectares in area and close to National Highway 1, the Dong Nai River, Binh Duong Province, and Ho Chi Minh City. |
The relocation of enterprises from Bien Hoa 1 Industrial Park aims to mitigate water environment pollution in the Dong Nai River, benefiting nearly 10 million residents in Ho Chi Minh City and approximately 20 million residents in the entire Dong Nai River valley by improving water supply conditions. |
