More than 7,000 people along with hundreds of vehicles and two helicopters will be mobilized for a fire drill on Nguyen Hue Pedestrian Street and the surrounding areas in downtown Ho Chi Minh City next month.
The municipal People’s Committee has released a plan to hold a fire drill on Nguyen Hue Pedestrian Street, in the Bach Dang Wharf Park area, and on the wharf on the Saigon River on January 11, in collaboration with the Ministry of Public Security and the Ministry of National Defense.
The context of the drill involves the city hosting fireworks at the square in the Thu Thiem New Urban Area along the Saigon River, while a festival is being organized on Nguyen Hue Pedestrian Street.
In attendance at the hypothetical festival are several top officials and international diplomats, as well as residents and tourists.
The emergency is caused when a fire suddenly erupts on the outdoor stage on the street due to an electrical problem, and quickly spreads to other areas.
Some fire extinguishers explode, causing the stage to collapse.
During the hypothetical scenario, thousands of people run in panic, while many jostle, fall down, and trample on others, leading to hundreds of people injured.
Meanwhile, a yacht departing from a quay in the Bach Dang wharf area with a large number of passengers on board catches fire.
The passengers are sent into a state of panic and attempt to exit the yacht. As kitchen workers aboard the boat flee, they forget to turn off the gas stoves, compounding the issue.
Many passengers are injured and get stuck on the ship, while some jump into the river as they try to escape.
Frightened residents crowd Ton Duc Thang Street, making it difficult for rescuers to get to the scene.
There is also a traffic crash between two cars and a truck carrying medical chemicals at Ton Duc Thang-Ham Nghi Intersection, leaving four people trapped in the vehicles.
The two cars are totaled and a fuel leak causes a fire. Plastic bottles with chemicals also break and spill into the road.
Two helicopters are mobilized to the scene as firetrucks and ambulances become trapped by the crowds.
