My Thuy International Port Joint Venture Company (MTIP) has been told to recommence work on the My Thuy deep water seaport project in Hai Lang District, Quang Tri Province, north-central Vietnam on February 26 this year after four years of suspension.

Vo Van Hung, chairman of Quang Tri, asked the project developer MTIP and relevant agencies to urgently complete site clearance and other procedures to restart the project, the provincial administration’s office said on Sunday.

Regarding the site clearance, Duong Viet Hai, vice-chairman of the administration of Hai Lang District, said the district had paid local households affected by the project development VND93 billion (US$3.8 million) as compensation for 125.32 out of 133.67 hectares of cleared land needed for it.

The district is ramping up efforts to get back the remaining amount of land.

As the project is related to 161 hectares of sea surface, the developer is processing procedures to be able to receive the said sea surface, as required by the Vietnam Agency of Sea and Islands.

As thorough dredging is required to build this manmade deep water port, the provincial Department of Natural Resources and Environment is searching for locations to dispose of 17 million cubic meters of dredged sediment.

Three spots covering 58.4 hectares were suggested but had yet to meet the demand, according to the Quang Tri Economic Zone Management Authority.

On December 30 last year, the central government approved the conversion of land use purposes of 23.63 hectares of a protected forest to execute the project.

The Quang Tri administration is seeking approval from the provincial People’s Council, a local law-making body, to convert the land use purpose of 18.51 hectares of a production forest. 

The My Thuy deep water seaport project, approved by the prime minister in January 2019, would include 10 ports and be developed in three phases during the 2018-26 period, with a total investment of VND14.234 trillion ($588.5 million).

The MTIP held a groundbreaking ceremony for the project on February 27, 2020 but difficulties linked to investment procedures then halted the construction.
