A Cambodian border guard official has been sentenced to 25 years in prison for shooting dead a Vietnamese resident during a conflict in a province in southern Vietnam last year.
Lay Bun Thy, 53, who was a deputy chief of the border guard office in Takeo Province, was sentenced on Tuesday to 20 years behind bars for murder and another five years for storing and using a weapon against the law.
He will also be expelled from Vietnam after serving his sentence, according to the decision of the People’s Court in the southern Vietnamese province of An Giang, which borders Takeo.
According to the indictment, Thy and some of his friends came to a beer bar in An Giang for a few drinks at around 6:00 pm on July 16, 2016.
Pham Van Quang and Le Van Duoc, two local Vietnamese, were also drinking at the next table.
At 8:00 pm, Quang and Duoc approached Thy and offered him a glass of beer, which was turned down by the officer.
“He had his head beaten last time but still hasn’t learned the lesson. I won’t let him go home tonight,” Quang told Duoc after returning to their table, and was overheard by Thy.
The Cambodian officer then went to his home in the neighborhood, returning to the beer bar with his gun and with the intention to take his revenge after being attacked previously.
“Did you have someone attack me the other day?” Thy repeatedly asked.
As Quang answered yes, Thy pulled out his weapon and fired two shots at Quang, one hitting his mouth and the other missing its target.
Assuming that Duoc was trying to attack him after he stood up, Thy shot the victim in the forehead and again in his back after he collapsed to the ground.
Quang suffered serious injuries while Duoc died on his way to the hospital.
After the shooting, Bun Thy hid himself in his house and finally surrendered to local police at 5:30 am on the next day.
According to officers, the suspect lives and works in Cambodia but he has a house and runs a small business in the Vietnamese locality.
