Vu The P., 44, residing in Son Duong District, Tuyen Quang Province, was fined and had his truck seized for refusing to make way for an ambulance of the provincial general hospital.

Police in the northern Vietnamese province on Tuesday stated that its traffic police officers had made a report on P.’s violations.

Besides refusing to give way to the ambulance, P. did not have a driver’s license.

According to the report, at 6:00 pm on Monday, the provincial police were notified that a truck did not let the ambulance pass on a section of National Highway 2C from Tuyen Quang to Vinh Phuc Provinces.

Meanwhile, the ambulance repeatedly made signals asking to pass as it was carrying a patient who was butted by a buffalo to a higher-level hospital.

The patient suffered a liver injury and pleural effusion. 

At 8:00 pm on the same day, Tuyen Quang police officers determined that P. was the driver of the truck.

P. admitted his violations and promised not to repeat them.

He tested negative for drugs and did not violate alcohol concentration regulations.

According to Tuyen Quang police, while medical workers and family members of the patient were fighting for the life of the patient, P.’s act showed his poor awareness and insensitivity.

Under the prevailing regulations, drivers failing to give way to emergency vehicles will be fined VND6-8 million (US$247-329) each and have their driver's licenses revoked for two to four months.

If drivers have no driver's licenses, they will be fined VND10-12 million ($412-495) each.
