A man from Lam Dong Province in Vietnam’s Central Highlands has been arrested after being caught on camera beating his 10-year-old son and keeping him on a leash as punishment for stealing money.
Police in Da Lat City, Lam Dong Province confirmed on Friday they had apprehended Nguyen Thanh Luan, 37, a resident at Mau Tam apartment building in Ward 5.
Preliminary information shows that Luan returned to his apartment after drinking alcohol at around 9:30 pm on Wednesday.
Luan heard from his wife that N.A.H., their 10-year-old son, had stolen VND100,000 (US$4).
The man became infuriated and started hitting H. on his face and body.

He continued beating the young boy with a belt despite the intervention from his wife and mother-in-law.
Luan then forced H. to strip off his clothes, crawl along the hallway, and bark as if he were a dog.
The man also kept his son on a leash and repeatedly kicked and slapped him.
Some neighbors noticed the incident but did not dare to interfere, knowing that Luan was previously given a suspended sentence for disrupting public order.
The incident was caught by CCTV inside the apartment building.
After receiving reports about the case, police officers launched an investigation and captured Luan.
Luan was not under the influence of narcotics when he beat his son, according to police.
