A police officer in Vietnam’s Mekong Delta province of Ben Tre was suspended for repeatedly kicking a man who was handcuffed with his hands behind his back, a source told Tuoi Tre (Youth) newspaper on Sunday.

CCTV footage taken from a residence in Thanh Trieu Commune, Chau Thanh District, Ben Tre showed that the incident happened at 10:28 pm on January 20.

In the video, which later surfaced on social media, a man wearing a Vietnamese police uniform kicked another man in a white shirt in the shoulder and stomach.

The latter was already restrained with his hands behind his back.

It was not until one of the other officers present at the scene noticed and pointed in the direction of the CCTV that the man wearing the police uniform stopped.

The kicked man, who suffered ten kicks within one minute, was then led away.

The Ben Tre Department of Public Security later explained that the man wearing the police uniform is captain P.V.T., a police officer of Thanh Trieu Commune, who was dispatched to the aforementioned site to handle D. for disturbing public order and threatening to knife others under the influence of alcohol.

When T. was making a written record of D.’s case, the drunk man talked offensively to the officers on duty and ran away.

After the functional forces chased D. and managed to apprehend the man, T. failed to control his temper and continuously kicked D.

The public security department addressed the video circulating on social media, saying it does not show the entire event.

The department vows to collect reports of relevant individuals and units in order to issue an official announcement of the incident in the near future.

Regarding captain T., a source told Tuoi Tre on Sunday that he has been suspended from work.
