The Ho Chi Minh City Department of Transport has proposed imposing monthly charges ranging between VND50,000 (US$2.1) and VND350,000 ($15) per square meter on drivers of vehicles parked on the city’s streets and sidewalks.

The fees will be different depending on areas, the department said at a conference on a plan to collect on-street parking fees in Ho Chi Minh City on Tuesday. 

In area 1, which has an average land price of at least VND36.8 million ($1,569) per square meter, the parking fee will be VND350,000 per square on streets in the downtown area and VND180,000 ($7.7) per square meter on the remaining roads.

In area 2, whose land price is VND13.7 million ($583) per square meter or above, the parking fee will range between VND70,000 ($3) and VND100,000 ($4.3) per square meter.

In areas 3 and 4, in which the land price reaches a minimum of VND8.5 million ($362.6) and VND4 million ($171) per square meter, respectively, the fee will be VND60,000 ($2.6) per square meter on all streets.

The parking fee will be VND50,000 per square meter in the remaining area in the city.

The municipal Department of Transport also suggested the rentals of streets and sidewalks for other activities at VND20,000-100,000 ($0.9-4.3) per square meter.

Roads in the city have a total length of over 4,900 kilometers, including five national highways, 10 municipal roads, 457 district-level roads, 3,180 communes roads, 308 special-use routes, and 733 rural routes, among others, according to the Department of Transport.

The department projected revenue from the parking fees at over VND1.5 trillion ($64 million) per year, including VND550 billion ($23.5 million) from vehicles parked on streets and VND972 billion ($41.5 million) from vehicles parked on sidewalks.

The city will use the revenue to maintain streets and sidewalks.

It will also adjust the list of streets on which vehicle parking is allowed.

In mid-2018, the Ho Chi Minh City Department of Transport launched a plan to charge fees from cars parked on 23 streets in the city.
