Ho Chi Minh City will provide support for citizens to covert from gas-powered motorbikes to electric vehicles, beginning in the first quarter of next year, according to Bui Hoa An, deputy director of the municipal transportation department.

An announced the subsidy plan at a press briefing on Thursday, saying that the municipal People’s Committee issued a decision on July 11 to implement Resolution 98, which creates special policies for the city’s development, allowing it to integrate urban development with high-capacity public transport.

As such, the municipal Department of Transport was asked to team up with the Ho Chi Minh City Institute for Development Studies to map out a plan to tighten control over emissions from vehicles, including supporting the shift to electric motorcycles.

The plan is aimed at backing a national strategy to reach zero greenhouse gas emissions by 2050.

“The plan will be completed in September, issued in the fourth quarter of 2023, and put into action during the first quarter of 2024,” said the deputy director of the municipal transportation department.

An also noted that the pilot program will likely be rolled out first in the city’s downtown districts.

Tran Quang Lam, director of the Ho Chi Minh City Department of Transport, told a conference ‘Residents ask – Authorities answer’ on Sunday that the municipal administration would offer a subsidy to residents for electric motorcycle purchases to phase out gasoline-powered vehicles.

The city is home to some nine million private vehicles, nearly 900,000 of which are cars while the rest are motorcycles, said Lam.

The government has already initiated several action programs to advance its green transition and reduce carbon dioxide and methane emissions from vehicles. These programs are meant to achieve net-zero emissions by 2050.

To speed up the plan, the city will focus on supporting the electric vehicle assembly and manufacturing processes, and the construction of infrastructure and charging stations.

The leader of the transportation department underscored that Ho Chi Minh City will focus on a shift of public means of transport, increase subsidies for e-buses, and exempt registration fees for e-taxis.

The city will also inspect old cars and motorcycles in order to make a list of subjects entitled to the pilot support program of electric vehicle purchases, according to Lam.
