Hanoi to send officials to China, Japan, S.Korea to gain lawmaking experience

The administration of Hanoi will send a delegation of officials to China, Japan, and South Korea to study the latter’s laws and their experience in developing the Law on Capital, according to a decision recently passed by the city’s vice-chairman Le Hong Son.

The delegation, led by Pham Qui Tien, vice-chairman of the municipal People’s Council, will include officials from the Governmental Office, Ministry of Construction, Ministry of Justice, as well as Hanoi leaders in charge of finance and external affairs.

The learning trip is aimed at serving tasks to study and suggest policies for the amended Law on Capital in the Southeast Asian nation.

After the trip, the delegation members are expected to make theoretical and practical proposals to help build mechanisms and policies for Hanoi, paving the way for developing the amended Law on Capital.

The Vietnamese capital will tap its budget to back the trip, scheduled to last for nine days.

The Law on Capital was passed by the lawmaking National Assembly on November 21, 2012 and took effect on July 1, 2013.

This important legal document stipulates the positions, roles, responsibilities as well as policies to establish, develop, and protect the Vietnamese capital.

After nine years of enforcement, the implementation of some regulations in the law faced some inadequacies.

Hence, Hanoi underlined the need to amend the law.
