Vietnam developer builds swimming pool for apartment dwellers on land planned for green park

Inspectors in Dong Nai Province, southern Vietnam have found the developer of an apartment building in the province constructing a swimming pool on a land lot planned for a green park.

The inspectors on Tuesday issued the conclusion of a probe into a planning and construction project whose consultants were the provincial Department of Construction and the management board of industrial zones.

The probe showed that a 500-square-meter land lot planned for a green park at a residential area project in Thong Nhat Ward, Bien Hoa City, or D2D Residential Area, was used to build a swimming pool.

In particular, Berjaya D2D Company built the swimming pool in 2017 for dwellers at Amber Court Apartment Building on the land lot planned for green space.

Industrial Urban Development JSC No. 2 was assigned to manage and use the land lot to build a green park, but the company lent the land plot to Berjaya D2D for swimming pool construction.

The inspectors attributed the illegal construction to the lack of responsibility and slack supervision by the People’s Committee of Bien Hoa City, the city’s urban management board, the People’s Committee of Thong Nhat Ward, and other relevant units.

The provincial inspectors asked the Bien Hoa administration and the Thong Nhat administration to clarify relevant responsibilities and discipline organizations and individuals involved in the unlawful construction, while addressing the violation of Berjaya D2D.

The residential area project was scheduled to be completed in April 2024, but the deadline was extended to August 2025 because some components were yet to be implemented.

Particularly, several land lots zoned for green spaces and trade centers have yet to break ground.

The delays resulted from unfinished compensation and land handover processes.
