Traffic police officers in Nghe An Province, north-central Vietnam said on Wednesday that they had issued an administrative violation record against a car driver after a woman fell naked from the vehicle while it was moving.
The police determined that the driver violated administrative regulations by opening the car door and leaving it open in an unsafe manner.
The driver was identified as B.M.Th., a 45-year-old resident of Vinh City in Nghe An Province.
According to a video posted to social media, the woman fell out of a moving car.
The woman was then pulled back into the car but the door was not closed immediately. It remained open while the car moved for another two to five meters.
Police in Quang Trung Ward found that at about 10:40 pm on January 29, Th. drove N.'s car to take her home after drinking with friends. N. is a 40-year-old resident in the ward.
On the way home, N. and Th. had a conflict.
Th. pulled N.'s dress, causing it to tear. After that, N. tore her dress herself and threw it out of the car.
They struggled with each other. As the car door lock was broken, N. lost her balance and fell out of the car.
Authorities also took N.’s samples for narcotics testing that returned a negative result.
Pursuant to the prevailing regulations, Th. was fined VND4-6 million (US$159-239).
