Authorities tighten handling of passenger buses parking chaotically in downtown Ho Chi Minh City

The administration in Pham Ngu Lao Ward, District 1, Ho Chi Minh City will enhance inspections and address passenger buses parking haphazardly on Pham Ngu Lao Street, said a local official.

Many passenger buses continue to pick up and drop off passengers, causing noise disturbances in both inner-city and suburban areas, such as around the New Mien Dong Bus Station in Thu Duc City and along Pham Ngu Lao Street in District 1.

A representative of the administration in Ngu Lao Ward told Tuoi Tre (Youth) newspaper that the local authorities had regularly inspected vehicles stopping on Pham Ngu Lao Street at different times, especially from 5:00 am to 6:00 am and from 10:00 pm to 11:00 pm.

Once detecting violations, the ward immediately handles violators. It also coordinates with traffic inspectors and police to conduct random checks and deal with violations, the ward representative said.

In 2024, the ward handled 68 illegal parking cases, collecting over VND47 million (US$1,844) in fines.

Since early this year, the ward has detected 17 similar violations, imposing fines of over VND14 million ($548.5) on violators.

According to police data, 72 violations were handled last year. Since the beginning of 2025, 16 violations have been processed.

The ward has recently worked with related agencies to meet with bus companies operating along Pham Ngu Lao Street, reminding them to comply with regulations.

Out of the 21 bus companies operating on this route, the authorities have met with 18 companies, all of which have been committed to improving their practices. 

Last week, the ward increased inspections to address illegal parking on Pham Ngu Lao Street, and will continue to do the job in the future.

Meanwhile, the management board of the New Mien Dong Bus Station has proposed that the Ho Chi Minh City Department of Transport and Public Works publish the routes of inter-provincial buses in the city and those passing through the city.

For buses running from inter-provincial stations in Ho Chi Minh City and connecting to expressways, their routes should not pass through other inter-provincial bus stations to prevent illegal pick-ups and drop-offs around these stations.

For buses with routes passing through Ho Chi Minh City and connecting to beltways, the New Mien Dong Bus Station management board suggested limiting inter-provincial vehicles from exploiting parking lots and fuel stations along national highways to pick up and drop off passengers illegally.

The board also proposed banning inter-provincial passenger vehicles with a capacity of 16 or more seats from entering the city center, except for buses, official vehicles, tourist buses, and vehicles for funeral and wedding services, to improve the efficiency of public transport operations, metro lines, and reduce traffic congestion.
