The 1,000-metric-ton per day solid waste treatment plant project at Khanh Son landfill in Da Nang, approved five years ago, is expected to restart after the long delay.

The People’s Council of Da Nang City has scrutinized the stalled 1,000-metric-ton per day waste treatment plant project at Khanh Son landfill in Hoa Khanh Nam Ward, Lien Chieu District. 

Residents near the landfill had hoped that the modern waste treatment plant would eliminate the persistent pollution. 

Despite initial optimism when the project was approved in 2020, no progress has been made, leaving residents frustrated.

The waste treatment plant project, which was slated for construction at the Khanh Son landfill complex, was meant to use modern technology to process solid waste and reduce reliance on waste burial.

Approved with an initial investment of more than VND800 billion (US$31.3 million), the project was expected to begin operations between 2023 and 2024 under a public-private partnership (PPP) model.

However, the Da Nang People’s Committee has decided to cancel the investment policy due to issues with the project’s feasibility report, including concerns over technology selection and financial planning.

Chairman of the Da Nang People’s Committee Le Trung Chinh explained that the selected technology did not meet the required standards, and the proposed feasibility study did not address critical technical risks. 

Furthermore, changes to the proposal, including modifications to the contract type and operation scope, led to the cancelation of the investment policy. 

The People’s Council seeks to apply a new governance mechanism for the project, allowing it to proceed under the PPP model, but with a new investor.

The waste incineration plant project at Khanh Son landfill, which is part of the waste city's management strategy, is also facing delays and unlikely to meet its 2026 completion deadline.

With the landfill at capacity and the city’s waste generation increasing, residents remain hopeful yet skeptical about the future of these waste management projects. 

“While other localities have moved away from burying waste, Da Nang continues to rely on this outdated method after all these years,” Nguyen Khanh Trung, a local resident, expressed frustration.
