In Vietnam, IPU committee discusses draft resolution on cyber warfare

As part of the ongoing 132nd Inter-Parliamentary Union (IPU-132) Assembly in Hanoi, the IPU’s Standing Committee on Peace and International Security held a meeting on Sunday to discuss a draft resolution on cyber warfare, which has become a serious threat to global peace and security.  Most participants in the meeting concurred that the increasing use of the Internet and interconnected computer systems have resulted in a sharp rise in the number of cyber attacks. They also shared the same conclusion that high tech and the Internet have been involved in almost all political, economic or military conflicts in recent times. José Carlos Mahía, a member of the committee, underscored that cyber warfare is an urgent matter, but the knowledge of many countries about it is still small, like the tip of an iceberg. He added that discussions on this issue, therefore, are very important. Many members of the committee recommended that the parliaments of IPU country members use their legislative power and supervisory rights to ensure that every country complies with their international commitments on using the Internet and ensuring information security.

Vu Xuan Hong, chairman of the Vietnam Union of Friendship Organizations, told the meeting that Vietnam has built a legal framework for the field, including laws on telecommunications, radio frequencies, information technology, and science and technology, according to the Vietnam News Agency. Vietnam is going to issue a Law on Information Security in the near future, Hong added.

The Vietnamese representative suggested that the IPU issue a joint statement calling for every country to commit itself to avoiding the use of cyber warfare in any form against other nations, according to the news agency. A resolution on “Cyber warfare – A Serious Threat to Peace and Global Security” is expected to be passed by the IPU-132 on March 31, one day ahead of the closing of the assembly.
