Deluxe projects in Nha Trang coastal area criticized

A proposal to implement five construction projects in eastern Nha Trang City has been criticized as interfering with nature, undermining the natural beauty of the Nha Trang Bay, and failing to serve the public, many delegates at a seminar said.

Such opinions were raised at a seminar held on Tuesday by the Khanh Hoa Province Union of Scientific and Technical Associations to collect opinions regarding the plan.

Addressing the seminar, Bui Mau, chairman of the Union and the former standing deputy secretary of the provincial Party Committee, said, “The Union is assigned to conduct the seminar to review the plan, clarify related issues, and thereby make a report about this plan to the provincial People’s Committee for consideration.”         

One of these projects is for an urban area, called Vinh Hoa, covering an area of 27.32 hectares; another project aims to construct a high-class tourist and service center covering 110.14 hectares, including the 54-story Peacock Marina Complex and a group of luxury hotels, resorts, a yacht wharf, and other facilities.

The third project is Hon Chong tourist park, to be built on 23.35 hectares, and the fourth is a 14-hectare multi-functional service complex that includes the 45-story Phoenix building, the 40-story Waterfall hotel, and a trade, tourist, service, and residential complex.

The fifth project is a combination of a park and a coastal public service area, located east of Tran Phu Street. It includes four relaxation centers on the sea, underground parking, and many other high-class facilities.

“Commercial, against green construction”

Nha Trang is endowed with beautiful beaches, so if these hotels, restaurants, high rises, and underground garages are built, they will ruin Nha Trang’s natural beauty, said architect Nguyen Van Loc, former director of the provincial Construction Department and former chairman of the provincial Architects' Association.

Construction works under the plan will undermine coastal areas of Nha Trang and take away from, rather than help, the locals, Loc said.

Agreeing, Bui Dung, the chairman of the provincial Architects' Association, said, “This is a plan that is designed for totally commercial purposes, not for the public’s benefit at all.

“There is a great green space east of Tran Phu and Pham Van Dong Street. Under the proposed plan, such spaces will be destroyed. The plan goes against the current trend of green construction,” Dung said.

“I proposed that such a plan be prevented and the random granting of licenses for construction also be stopped,” he stressed.

Tran Thiet Hung, the former chairman of the provincial People’s Committee, said, “Under the plan, deluxe hotels and restaurants will be built east off Tran Phu and Pham Van Dong Street. Such facilities are not for the public, so how will locals as well as visitors enjoy the natural landscape?”

Only wealthy people will benefit from such deluxe facilities, Hung stressed.    

Pham Van Thom, deputy chairman of Khanh Hoa Environmental Protection Association, said that the proposed plan will cut an ugly jagged line into the beautiful coastline of Nha Trang.

The proposed plan is a rough interference of nature, Thom said.

Based on Indian group’s idea

Asked by Tuoi Tre for comments regarding the above opinions raised at the recent seminar, Le Van De, director of the Khanh Hoa Province Construction Department, said, “Projects included in the plan are updated versions of the master construction plan for Nha Trang that was approved by the Prime Minister in 1992.”

These projects are based on a plan for the conservation and promotion of the Nha Trang Bay, De said.

The department is collecting opinions from concerned agencies and will revise these projects before submitting them to the provincial People’s Committee for decision. “All feedback is welcome and the projects will be adjusted. The provincial government will take everything into account and will decide whether any of these projects should be cancelled or not,” De said.

He also added that “the department has implemented the direction by the provincial People’s Committee and these projects are mostly based on ideas from India’s Dewan Group to develop the Nha Trang seashore.”
