The revenue from fees collected from users of infrastructure facilities and public services at seaport terminals in Ho Chi Minh City will be used to fund a road project linking Phu Huu and Cat Lai Ports in Thu Duc City with Ring Road No. 3 in Ho Chi Minh City, which requires an estimated investment of VND8 trillion (US$337.3 million).

The road was designed to be 6.6 kilometers long with 12 lanes. 

The Ho Chi Minh City Department of Transport has been making the pre-feasibility report, which is expected to be approved this year so that work on the project can start next year.

The road will start at an intersection with Nguyen Thi Dinh Street, pass through Nguyen Thi Tu Street and Ba Cua and Ong Nhieu Canals, and end at an intersection of the Ho Chi Minh City-Long Thanh-Dau Giay Expressway and the Ring Road No. 3 project.

The road is among 33 key traffic infrastructure projects in the city this year that the municipal Department of Transport proposed to the People’s Committee on Monday.

Of the total, 20 have got investment approval, including metro lines No. 1 and 2, National Highway 50, Ring Road No. 3, a section of Ring Road No. 2, An Phu and My Thuy intersections, and the Hanoi Highway expansion.

Among them, 13 projects will use the state budget or be conducted under the public-private partnership model.

According to the municipal Department of Transport, the announcement of the list of key traffic projects will help supervise and urge relevant units to execute them.

Such units should promptly report obstacles in each project so that the municipal People’s Committee can come up with solutions to ensure its progress.

The Department of Transport proposed that the People’s Committee assign investors to schedule the detailed progress of their projects, execute them, and send the planned implementation to relevant agencies for coordination.

The investors should use software and apps to inform the progress of projects to city leaders, departments, and agencies so that they can supervise and promptly solve difficulties during the execution phase.

The related departments and agencies will focus on resolving tasks relating to the projects depending on their functions and duties.

Heads of the relevant agencies will be held accountable before the People’s Committee for the late fulfillment of assigned tasks.

The Department of Transport will coordinate with the Department of Home Affairs to propose that the People’s Committee reward organizations and individuals that excellently fulfill their tasks, and criticize and discipline those showing a lack of responsibility and handling work late, slowing the progress of projects.

Ho Chi Minh City officially began collecting the seaport fee on April 1, 2022.

The fee revenue was planned to be used to develop traffic infrastructure facilities surrounding seaports.
