The administration in Nam Dinh City of the namesake northern province on Monday sent an apology letter to a local household for taking 11 years to grant a land and land-attached asset use right certificate.

The apology letter signed by vice-chairman of the People’s Committee of Nam Dinh City Tran Huy Thanh was sent to Pham Van Ny and Nguyen Thu Mai, both residing in the city.

In particular, the single-door administrative center of Nam Dinh City received Ny’s application for the land and land-attached asset use right certificate on June 1, 2012.

Upon the application reception, the center transferred the application to the property registration office under the Natural Resources - Environment Division of Nam Dinh City, now known as the city’s land registration office under the provincial Land Registration Office.

Pursuant to the regulations, results of the application must be returned 15 days after residents fulfill their financial obligations. However, the loose reception, handover, and management of dossiers led to the loss of Ny’s documents.

On September 28, 2023, the Natural Resources - Environment Division of Nam Dinh City found the dossiers and handed them over to the land registration office.

On October 2 this year, the office invited Ny and Mai to complete the procedures.

The two came to the office on Thursday last week and received the land use right certificate two days later.

“The tardiness is the fault of the city’s Natural Resources - Environment Division and relevant units, causing trouble for Pham Van Ny and Nguyen Thu Mai. The People’s Committee of Nam Dinh City sincerely apologizes to you,” the Nam Dinh City administration wrote.
