Police in Ha Tinh Province on Tuesday said that they have arrested and initiated legal proceedings against six individuals involved in a case where a Chinese man was kidnapped, beaten, and extorted of more than VND1 billion (US$39,331) while residing in the north-central Vietnamese province.
The six defendants face prosecution for 'property appropriation' under Article 170 of Vietnam’s Penal Code.
They are Rong Xin, a 41-year-old Chinese national, Tran Thi Phuong, Xin’s 35-year-old Vietnamese wife, Dinh Xuan Hung, a 19-year-old Vietnamese, Nguyen Hoai Nam, a 33-year-old Vietnamese, Dinh Tran Tuan Anh, a 22-year-old Vietnamese, and 32-year-old Vietnamese Phan Van Hanh.
According to preliminary investigations, Zhou Dazhang, a Chinese national, claimed that Jiang Hao, also Chinese, owed him approximately VND52 billion ($2 million).
Despite repeated requests for repayment, Jiang failed to settle the debt.
Upon learning of Jiang’s whereabouts in Vung Ang Economic Zone, Ky Anh Town, Ha Tinh Province, Zhou enlisted the help of Rong, a dweller in the town, to pursue debt collection.
Rong agreed to collect the debt for a 20-percent commission.
Subsequently, Rong and Phuong enlisted Hung, Nam, Anh, and Hanh to devise a plan for debt collection.

On the evening of May 28, the aforementioned group encountered Jiang at a restaurant in Ky Lien Ward, Ky Anh Town.
They coerced him into a vehicle and transported him to an abandoned house in Ky Loi Commune within the same town.
There, Jiang suffered physical assault, threats, and coercion to pay 196,000 Chinese yuan ($27,566).
Despite the pressure, Jiang refused to comply.
Rong’s group then relocated him to a hotel in Hung Tri Ward, where he was detained and further intimidated.
On the morning of May 29, Jiang was compelled to transfer over VND1 billion to a designated bank account.
Following the transaction, Zhou departed for China, while Rong and Phuong traveled to Khanh Hoa Province.
Upon receiving this information, law enforcement agencies and specialized units initiated verification and investigation procedures, leading to the apprehension of the six suspects in accordance with legal protocols.
