The law-making National Assembly (NA) of Vietnam on Wednesday morning passed a resolution to allocate at least VND122.25 trillion (US$4.8 billion) to a national target program on cultural development for the 2025-35 period.
The program aims to drive comprehensive cultural advancements and foster Vietnamese identity and values.
Of the total, funding from the central government accounts for VND77 trillion ($3 billion).
Provinces and cities across the nation will contribute VND30.250 trillion ($1.1 billion) from local budgets, with an additional VND15 trillion ($590 million) coming from other sources.
Through this program, the Southeast Asian nation is set to enhance the spiritual well-being, access to and enjoyment of cultural activities, while reducing disparities in cultural access across regions, social classes, and genders, thereby boosting productivity and work efficiency.
The nation will encourage the participation of organizations, individuals, and communities in managing, protecting, and promoting the value of its cultural heritage.
The country will mobilize resources and make strategic, high-impact, and high-quality investments in cultural development, contributing to socio-economic progress and advancing cultural industries as a vital component of the Vietnamese economy.
It will develop a highly-skilled and professional cultural and artistic workforce with strong political resolve to meet domestic demands and target international markets.
The program is expected to foster the national and scientific characteristics of culture through investments in preserving traditional cultural heritage and building cultural environments at grassroots level where the public serves as the primary creators, with intellectuals and artists playing crucial roles.
The program also highlights the need to blend traditional heritage with global cultural influences, showcasing Vietnam’s soft power on the world stage.
The government will prioritize efficient budget allocation and mobilize legal funding sources to ensure positive outcomes for the national program.
The NA resolution emphasized the need to tackle pressing issues as part of the program in the upcoming time, including building healthy cultural environments with modern facilities and accessible infrastructure; promoting literature, arts, and heritage preservation; accelerating digital transformation and applying advanced technologies to cultural industries; and developing high-quality human resources for the cultural sector.
