Ho Chi Minh City police propose drug dealing charges against 2 South Africans

Investigators of the Ho Chi Minh City Department of Public Security have finalized a probe into an illegal drug trafficking ring, proposing charging two South African nationals for trading and organizing the use of narcotics.

The two foreigners were identified as Lykert Bevan Dean, 37, and Rohde Reinart, 30.

Dean could face prosecution for drug dealing while Reinart could be charged for organizing the use of narcotics.

Results of an investigation into the case showed that at 8:30 pm on May 15, 2024, Nguyen Van Duong and Vien Chi Hieu received packages from a man at Van Do Apartment Building on Ben Van Don Street in District 4. 

They were told to deliver the packages to Thao Dien Ward in Thu Duc City and Ward 22 in Binh Thanh District.

Before the delivery, Duong and Hieu checked the packages and found what they believed to be cannabis.

They quickly brought the packages to the police station in Ward 1, District 4 and reported the case.

Police then raided an apartment at Van Do Apartment Building, finding three individuals, including Dean, Reinart, and Le Hoai Ngoc Bich, 22, all of whom tested positive for narcotics.

Nearly 70 grams of illegal drugs were confiscated at the apartment.

Investigators confirmed that Dean and Reinart had been renting the apartment since August 2023.

In September 2023, Dean bought narcotics from an unknown person on Bui Vien Walking Street in downtown Ho Chi Minh City and gave some of the drugs to Reinart.

In total, Dean sold five grams of cannabis to Reinart twice, charging VND1 million (US$40) each time.

Not long after their transactions, Reinart started to buy from dealers on Bui Vien Street at cheaper prices for him and his girlfriend, Bich.

The investigation also indicated that Dean’s customers included Le Dinh, a 35-year-old American, an English teacher who worked at the same school as Dean.

Dean could face prosecution for illegally selling over 78.4 grams of narcotics.
