Work on a waste-to-energy (WTE) plant project in Ca Mau Province, southern Vietnam has yet to start although its developer was given the construction permit over six years ago with a total investment of VND851 billion (US$35.9 million).

The provincial Department of Natural Resources and Environment said on Thursday that it had received the outcomes of an inspection of the management and use of land earmarked for the WTE plan project development.

The plant project, whose developer is Quang Ben Environment Treatment Company, is located in the province’s Cai Nuoc District.

According to the inspection conclusions, the provincial People’s Committee in 2017 leased a 40,659-square-meter plot of land to the company and granted the construction permit to the developer late that year.

Since then, the provincial Department of Science and Technology presided over four meetings to appraise the project’s technology.

However, the developer repeatedly changed technologies set to be applied to the project in every meeting, resulting in its failure to meet technology requirements of the department in three of the four meetings.

In the fourth meeting, the province’s appraisal council approved the project on the condition that the developer had to change the location of the WTE plant to another place, where a large volume of ashes discharged from the waste treatment process could be buried properly.

Besides, the provincial Department of Natural Resources and Environment had revised the investment certificate for the project four times, but the developer has not implemented anything on this plot of land.

The existing plot of land is no longer aligned with the project’s purpose as well as Cai Nuoc District’s adjusted zoning plan on land use by 2030, said the Department of Natural Resources and Environment.

The developer has to conduct procedures needed for changing the location of the project in line with the local zoning plan if it wants to continue the implementation, the department added.​
