The attack left at least 137 people dead and 182 injured.
The Vietnamese leader also congratulated Putin on his re-election as president of Russia for the 2024-30 tenure with a record number of votes in the country's modern history, saying that this reflected the trust and support of the Russian people for President Putin's leadership.
He added that Vietnam appreciates Russia’s significant support, affirming that the comprehensive strategic partnership with Russia is one of the top priorities in Vietnam’s foreign policy.
President Putin conveyed his gratitude to Party General Secretary Trong for his congratulations, and he also thanked the Vietnamese Party, state, and people for their sympathy toward the losses suffered by the Russian people in the terrorist attack.
The Russian leader asserted that Vietnam is always a reliable friend and partner of Russia and expressed his delight at the positive progress in the bilateral relations between the two countries across all spheres.
