The Supreme People’s Procuracy has indicted a former deputy general director of Vinalines and four other former officials for their offenses in a corruption case that caused a loss of over US$230,000 in 2006. The case occurred at the Finance One-Member Co Ltd under the Vietnam Shipping Industry Company and the Bien Dong Transportation Company. The five defendants are Bui Quoc Anh, 54, former vice general director of the Vietnam National Shipping Lines (Vinalines) and former director of the Bien Dong Transport Company and, Do Thi Bich Thuy, 51, former general director of Bien Dong Transport One-Member Co Ltd , Nguyen Thi Le Thuy, 36, the former cashier of Bien Dong, Ngo Van Nhuan, 43, vice chief auditor of the State Audit Agency in Zone 7, and Hoang Gia Hiep, 41, former director of the Shipping Industry Finance Leasing Company. Except Hiep who was charged with embezzlement, the other for defendants were indicted for “abusing power and position while on duty”. According to the indictment, these defendants have colluded to each other to set up four false contracts to buy used ships in October 2006. They then prepared counterfeit documents in the name of a false company named Tan Minh Nguyet Co Ltd, “the buyer” of the ships and used these false contracts and documents to carry out procedures for payment of the purchase of the ships. According to investigators, these acts have caused a total loss of VND4.8 billion (US$230,800) to the State budget. Of the amount, Hiep pocketed VND50 million. In August 1012, Hiep and eight former officials of Vinalines and their affiliates, including Pham Thanh Binh, former Vinalines chairman, were tried in their appeal hearing for charges of “intentionally violating the State’s economic management regulations, which causes serious consequences”. The court upheld the sentences given to them at their first instance trial on March 30, 2012. Accordingly, Binh, now 60, was sentenced to 20 years in jail, Hiep received a 13-year sentence, and the others got from 10 to 19 years in jail. According to the indictment, they had caused a total damage of VND910 billion (US$43.5 million), including VND469.5 billion in the purchase of the Hoa Sen ship; VND316.5 billion in the Red River thermal power plant project in Nam Dinh Province; VND66.5 billion in the Cai Lan diesel thermal power plant in Quang Ninh province; VND30.4 billion in the financial lease of the Binh Dinh Star; and VND27.3 billion in the sale of the Bach Dang Giang ship.
