Ho Chi Minh City may hike first-time car registration fee by 5 times

The Ho Chi Minh City People’s Committee has submitted to the municipal People’s Council a plan to raise vehicle registration fees for the first time, with the new charge for under-10-seat cars to be over five times higher than the current rate. If approved by the council, the new registration fee will be applied as of September 1, 2015, the committee said. Specifically, the fee for cars with fewer than 10 seats, including the driver’s, that are not engaged in passenger transport will be hiked from the current VND2 million (US$91.6) to VND11 million ($504). For all other kinds of cars, the current fee of VND150,000 ($6.9) remains unchanged. Meanwhile, trailers and semi-trailers with their own plate numbers will be subject to a new fee of VND150,000 ($6.9), a VND50,000 increase from the current rate. As for motorbikes worth up to VND15 million ($687.5) each, the fee will increase from VND500,000 ($22.9) to VND750,000. For bikes costing from above VND15 million to VND40 million ($1,833) each, the new fee will be VND1.5 million ($68.9), a VND500,000 rise from the current rate. A fee of VND3 million ($137.5), which is VND1 million higher than currently regulated, will be applied to bikes worth over VND40 million. These new rates are the average values between the highest and lowest fees set forth in the Ministry of Finance’s Circular 127 issued in 2013, the committee said.  The hike in first-time registration fees mainly affects bikes worth from over VND15 million to VND40 million, as this kind of vehicle accounts for 80 percent of the total number of first-time registered vehicles, and also represents around 10 percent of the total amount of first-time registration fees, the committee said.   Meanwhile, the number of automobiles registered for the first time now makes up only about 10 percent of the total volume of first-time registered vehicles, and also consitutes 10 percent of the total first-time registration fee collection, the committee added.
