Dozens of public offices and headquarters in Ho Chi Minh City now stand abandoned after the city established Thu Duc City and merged several wards in 2021.

As per the National Assembly Standing Committee’s Resolution 1111, which came into force on January 1, 2021, Ho Chi Minh City set up Thu Duc City by merging Districts 2, 9 and Thu Duc, and merged 19 wards in Districts 2, 3, 4, 5, 10 and Phu Nhuan District into nine wards.

A report made by the municipal People’s Committee about the result of the implementation of the resolution after three years showed that as many as 75 public offices and headquarters became empty.

These buildings have yet to be utilized and rebuilt for other purposes, causing wastefulness.

Ho Chi Minh City will continue to rearrange district- and commune-level administrative units in the 2023-30 period. 

Accordingly, 129 wards, communes and towns will be merged, which will make more public offices superfluous.

It is tough to handle these properties as complicated procedures to convert land use purpose discourage buyers.

Meanwhile, the transfiguration of these offices for other purposes has been delayed.
