Police in Go Vap District, Ho Chi Minh City, on Saturday initiated legal proceedings against a group of five teenagers and placed them under house arrest after a video of them performing stunts like lying on the saddles and speeding on motorbikes went viral on social media.
The group of teenagers, aged 16-17, including V.T.D.K., T.P.M.Q., M.L.H., L.G.K., and H.P.L., are under investigation for disturbing public order.
Additionally, one of their friends, 22-year-old H.Q.M., is subject to administrative punishment related to illegal drug use and is being investigated as an accomplice for his role in aiding the group.
According to initial reports, at around 2:45 pm on August 17, L.G.K., H.P.L., M.L.H., and T.P.M.Q. visited H.Q.M.’s barbershop on Nguyen Tuan Street in Ward 3, Go Vap District, to hang out.
During their visit, T.P.M.Q. mentioned he had recently upgraded a motorbike and wanted to test its speed.
H.Q.M. then suggested a racing game, prompting him to call V.T.D.K. to arrange a race.
V.T.D.K. agreed to the idea and was instructed by H.Q.M. to head to Pham Van Dong Boulevard in Go Vap District.
Since H.Q.M. was unable to participate due to work at the barbershop, he handed his motorbike to M.L.H. while V.T.D.K. gave his motorbike to L.G.K. to ride it.
V.T.D.K. himself took the passenger seat on M.L.H.’s motorbike.
T.P.M.Q. and H.P.L. each used their own bikes.
At the designated meeting point, M.L.H. initially agreed to film the race but then handed the camera to V.T.D.K.
The group drove along Nguyen Thai Son Street, turned onto Pham Van Dong Boulevard, and continued toward Thu Duc City, aggressively using the lane reserved for cars.
They performed stunts such as swerving, swaying, and lying on the saddles.
M.L.H., with V.T.D.K. filming from behind, recorded the speed competition between T.P.M.Q. and L.G.K., while H.P.L. also filmed using his phone.
The group raced to the intersection of Pham Van Dong Boulevard and the North-South railway, then reversed direction to return to the intersection of Nguyen Thai Son and Pham Van Dong, before heading back to H.Q.M.’s barbershop.
On August 17, the Go Vap District police, in coordination with the traffic police unit under the Ho Chi Minh City Department of Public Security, initiated an urgent investigation and looked for the individuals involved.
