-- Vietnamese Party General Secretary and State President To Lam and French President Emmanuel Macron announced the upgrade of relations between the two countries to a comprehensive strategic partnership, the highest level in the Southeast Asian country's international relations, during their talks in Paris on Monday, making France the first country in the European Union and the eighth country worldwide to establish this kind of partnership with Vietnam.

-- A large tree was uprooted during a heavy rain in downtown Ho Chi Minh City on Monday evening, injuring four people.

-- On Monday, the Ho Chi Minh City Forest Protection Department reported receiving an injured Javan pangolin from a local resident who discovered the endangered animal on a vacant lot in Thu Duc City.

-- The Vietnamese Ministry of Agriculture and Rural Development on Monday requested My Quynh Safari Park in Long An Province and Mango Garden Resort in Dong Nai Province, both in southern Vietnam, to temporarily close after 51 tigers, leopards, and lions have died from avian flu at the two venues.

-- Three students at a high school in Thua Thien-Hue Province, central Vietnam were hospitalized after using e-cigarettes, the provincial Department of Education and Training reported on Monday.

-- Rangers in Dong Nai Province, a neighbor of Ho Chi Minh City, said on Monday that they had caught two suspects red-handed catching, keeping, and transporting wild animals illegally.

-- A seven-member team of Soc Trang Lottery Co. Ltd. in the namesake southern province is on a trip to the Netherlands, Germany, and France through Tuesday. The company claimed that the trip was aimed at “learning from experience in lottery development models and strategies” as per a decision of the provincial administration, a source of Tuoi Tre (Youth) newspaper said on Monday.

-- At a regular cabinet meeting on Monday, Vietnamese Minister of Planning and Investment Nguyen Chi Dung called on ministries, agencies, and localities to strive to achieve a gross domestic product growth rate of 7.6-8 percent in the last quarter of the year in a bid to reach the set growth rate of over seven percent for 2024.
