Inspectors of Tra Vinh Province in Vietnam’s Mekong Delta region determined that the chairman of an electricity cooperative, who is also a former secretary of a district-level Party Committee, had used part of the organization’s output to run his personal business without paying the bills for eight years.
Nguyen Minh Thuong, the chairman in question, stole An Truong Electricity Cooperative’s electricity from January 2013 to December 2020, according to the conclusion issued by Tran Van Ba, chief inspector of Tra Vinh, which was shared with Tuoi Tre (Youth) newspaper on Thursday.
Thuong installed a cable to transmit electricity produced at An Truong Electricity Cooperative, located in Tra Vinh’s Cang Long District, to his house and used it for the operation of his household business during the period without signing trade contracts with the producer.
As the secretary of the Party Committee of Cang Long District from January 2013 to February 2014 and An Truong’s chairman and director starting January 16, 2020, he had the cooperative not calculate his personal business’ electricity usage and waive the electricity bills as well.
An employee of An Truong recently reported Thuong’s act to the provincial inspectors, who also found out other management violations at the cooperative in terms of business registration certificate and the board of directors’ failure to meet professional qualifications in accordance with the Electricity Law, not to mention the loss caused by Thuong.
An Truong also had shortcomings in revenue and expenditure control.
The Inspectorate of Tra Vinh proposed the provincial Party Standing Committee to consider handling Thuong in accordance with the Party’s regulations and the local People’s Committee to direct the Department of Industry and Trade to sanction An Truong Electricity Cooperative for the mentioned administrative violations.
