Vietnamese National Assembly official detained for extortion

Investigators from the Department of Public Security in Thai Binh Province, northern Vietnam on Tuesday arrested Luu Binh Nhuong, deputy head of the Commission on People’s Aspirations under the National Assembly (NA) Standing Committee, and filed charges against him for allegedly extorting assets.

Police also executed search warrants for his house and workplace in Hanoi.

These warrants had been passed by the Thai Binh Province People’s Procuracy.

The arrest resulted from an expanded investigation into Pham Minh Cuong, a 37-year-old resident of Thai Thuy District under Thai Binh, for exacting money from sand-mining firms in the northern province, according to police officers.

Cuong has three previous convictions and was identified as a criminal.

During the search and arrest processes, investigators also confiscated several objects and documents showing signs of violating regulations.

The police forces are continuing their probe into the case.

Nhuong, 60, whose hometown is Hung Ha District under Thai Binh Province, served as an NA deputy in the Ben Tre Province delegate group during the 2016-21 tenure, and was also a member of the NA Committee for Social Affairs in the same period.

He is deputy head of the Commission on People’s Aspirations under the NA Standing Committee and vice-president of the Vietnam-Switzerland Friendship Parliamentarians' Group.

Nhuong has a doctorate in law and worked as deputy dean of the economic law faculty at Hanoi Law University.

As of 2010, he had 22 years of experience lecturing at the university.

He dedicated several years to serving as chief of the office of the General Department of Civil Judgment Enforcement under the Ministry of Justice.

He is not an NA deputy in the current 2021-26 term.
