Legislators discuss personal records bill

Many contents of the draft Law on Personal Records have been discussed at the meeting held by the Standing Committee of the National Assembly in Hanoi on Tuesday. According to a Government report delivered at the meeting, which was part of the ongoing 20th session of the committee, such a law is needed to form a long-term, stable and united legal foundation for the registration and management of personal records of every citizen. In addition, the law, comprising 6 chapters and 68 articles, will help address existing problems related to registration and management of personal records and create a more professional and modern way for dealing with these issues, the report said. Most lawmakers, however, said they are not totally satisfied with the contents of the draft law, since the procedures of personal information registration and its requirements remain vague and unspecific. In addition, the bill has yet to help reduce or replace current papers like identity card, passport and family record book, but potentially causes more troubles for people in administrative formalities. Many legislators also pointed out that many contents of the bill have yet to show the State’s role and position in managing citizens and that some regulations in the law could easily lead to increasing costs paid to registrars. Speaking to conclude the discussion, NA Vice Chairman Uong Chu Luu asked law drafting agencies to continue working with the Ministry of Public Security, the Ministry of Home Affairs and the NA’s Law Committee to review and examine all draft contents to ensure the bill meet the interests of both the people and the State.
