The Politburo of the Communist Party of Vietnam has decided to relieve a former top official in Ho Chi Minh City of his local Party secretary position in 2010-15 for his flouting the principle of democratic centralism while in office.

Party General Secretary and State President Nguyen Phu Trong chaired a Politburo and Secretariat meeting in Hanoi on Friday.   

Meeting attendees concluded that the Standing Board of the Ho Chi Minh City Party Committee in the 2010-15 tenure had compromised the principle of democratic centralism, lacked responsibility, relaxed leadership requirements, and allowed wrongdoings to go on in the development of the Thu Thiem New Urban Area.

The Secretariat thus decided to warn the Standing Board of the Ho Chi Minh City Party Committee in the 2010-15 tenure.

Le Thanh Hai, former member of the Politburo and former secretary of the Ho Chi Minh City Party Committee, was held chiefly responsible for the violations of the Standing Board in the 2010-15 term.

Hai was found compromising the principle of democratic centralism and the work regulations of the Ho Chi Minh City Party Committee in that tenure, while directly deciding on many issues falling under the authority of the entire Standing Board.

When he was in office as the deputy secretary of the Ho Chi Minh City Party Committee and chairman of the municipal People’s Committee, he was mainly accountable for the violations of the latter committee.  

He directly signed some documents going against the policy of the municipal People’s Committee, the 2002 Law on Budget, and the 2003 Law on Construction.

Therefore the Politburo stripped Hai of his title as the secretary of the Ho Chi Minh City Party Committee in the 2010-15 term.

Hai was born in 1950 in Tien Giang Province, located in the Mekong Delta of Vietnam.

In 1999, he was voted as a member of the Standing Board of the Ho Chi Minh City Party Committee and the permanent deputy chairman of the municipal People’s Committee.

He was appointed the city’s deputy secretary and chairman in 2001.

He was voted as a member of the Politburo in 2006.

Hai served as Ho Chi Minh City’s secretary from 2005 to 2015.

In October 2015, he ended his term in the Politburo.
