T.V.L., a 67-year-old resident of Cau Giay District in Hanoi, shares that over the past few days, a foul odor from the To Lich River has spread far and wide. He hopes the capital city will soon adopt effective measures to rescue the river.

Many rivers such as To Lich, Kim Nguu, Lu, and Set flowing through multiple districts in Hanoi have become heavily polluted over the past decade, so they are in dire need of restoration.

Many sections of these rivers are swamped with mud and trash.

Wastewater from household activities and industrial parks is released daily into these rivers.

In early December, Bui Thi Minh Hoai, secretary of the Hanoi Party Committee, and Tran Sy Thanh, chairman of the municipal People’s Committee, conducted an on-site check at the To Lich River. 

After their visit, they tasked the Department of Construction with completing a water replenishment system for the rivers by September 2025.

The water will be sourced from the Hong (Red) River.

Many irrigation and environment experts said that it would be a breakthrough to channel the water from the Hong River into the To Lich River through the iconic Tay (West) Lake with an underground pipe system.

At the 20th sitting of the municipal People’s Council in early December, Vo Nguyen Phong, director of the Hanoi Department of Construction, said that wastewater from the To Lich, Lu, Set, and Kim Nguu Rivers to be treated at the Yen Xa and Yen So wastewater treatment facilities.

However, after the wastewater was collected, water used to replenish these polluted rivers was unavailable.

Therefore, the municipal administration assigned the department to cooperate with other relevant agencies and units to speed up the water recharge project for them.

Director of the Hanoi Department of Natural Resources and Environment Le Thanh Nam said that the preparation for measures to improve the environment of the four rivers had been completed.

Accordingly, wastewater will be treated while the four rivers will be replenished with water from the Hong River to become cleaner.
