The administration in Nha Trang City bans businesses from putting parasols and chairs on beaches after 4:00 pm each day to prioritize space for locals and tourists, but local businesses are proposing removing the regulation to facilitate their activities.

Nha Trang is a famous resort city in the south-central Vietnamese province of Khanh Hoa.

According to the Khanh Hoa Province Department of Planning and Investment, Havana Nha Trang Hotel has recently proposed prolonging the duration of parasols and chairs on the beaches to serve recreational activities for tourists, mainly international visitors, while they are staying in the hotel.

This is not the first time local businesses have raised their concerns over the regulation.

In December 2018, the administration of Nha Trang City passed a plan to reserve some areas for placing parasols and chairs on beaches.

Accordingly, enterprises are able to put umbrellas and chairs on beaches to serve their guests from 8:00 am each day and must collect these parasols and chairs, as well as tidy up the beaches and surrounding areas between 4:00 pm and 5:00 pm. 

The regulation is meant to create space on beaches for residents and visitors, according to the Nha Trang administration.

It is also aimed at paving the way for Nha Trang Urban Environmental JSC to clean beaches at night to protect the beachscape and the environment.

The ban has been backed by local residents, with many calling it an 'acceptable' privilege for those enterprises as they are permitted to use public beaches for their business purposes with those parasols and chairs.

So the companies’ proposal to lengthen the operation time for their parasols and chairs is unacceptable as they ‘have their cake and eat it too,’ said many.

The Nha Trang administration rejected the proposal once in 2022, but the hotels and parasol and chair rental companies have again made this proposal at a session between provincial officials and enterprises.

In response to the latest request of lengthening the parasols and chairs operation time on Nha Trang beaches, the Nha Trang public utilities management board stated that businesses which cut deals to place parasols and chairs on beaches are still required to comply with the regulation.

They can only put the permitted number of these umbrellas and chairs for business purposes until 4:00 pm every day.

Nha Trang beach spaces are currently being managed by the municipal People’s Committee.

“Until now, the Nha Trang City People’s Committee has yet to receive any letter for the proposal from enterprises,” said chairman of the Nha Trang City People’s Committee Nguyen Sy Khanh.

“If any company sends such a letter to the administration, it will weigh on the situation carefully before making a decision."

The municipal administration will then consider prolonging the time for putting parasols and chairs on beaches based on its benefits for tourists and locals, as well as the diversity of tourism products.
