Principal transferred, teacher warned as final disciplinary measures for bullying incident in northern Vietnam school

Following the investigation into a group of students attacking a teacher in a middle school classroom last November in Tuyen Quang Province, northern Vietnam, authorities have announced that the school’s principal will be transferred and a warning has been issued to the teacher involved. 

Nguyen Duy Sang, principal of Van Phu Middle School in Son Duong District, Tuyen Quang, was found to have failed in fulfilling his duty as the head of the school by allowing a group of seventh graders to bully a female music teacher.

The incident, captured in a viral video on social media, involved the students locking Phan Thi H., 38, in a classroom following her music class, verbally abusing her, and throwing a sandal at her head, resulting in her losing consciousness.

Meanwhile, in another viral video, H. was filmed holding her sandal and chasing her students around the classroom.

The incident happened at 10:30 am on November 29, 2023.

Upon being notified of the incident, the Son Duong District administration promptly instructed relevant units to investigate and address the issue.

It also imposed a 15-day suspension on Sang in order to facilitate the investigation.

Results of the investigation, which have been made public, indicate that Sang failed to effectively implement his assigned responsibilities and authority, according to the Tuyen Quang People’s Committee. 

This resulted in a lack of internal solidarity among school employees and teachers, impacting cohesion between the teachers and students. 

Sang’s approach to student management allowed ethical violations; offended the school’s honor and dignity; and countered the well-being of individuals. 

His failure to promptly address and report the incident led to severe consequences and public outrage, significantly undermining the school and education sector’s prestige.

Consequently, on December 25, 2023, Giang Tuan Anh, chairman of the Son Duong District People’s Committee, issued a disciplinary warning to Sang and made the decision to transfer him to a new assignment. 

Nguyen Tien Quyen, principal of Van Son Middle School in the same district, was tapped to take over Sang’s position at Van Phu Middle School.

The Tuyen Quang People’s Committee inspection findings also revealed that H. engaged in inappropriate communication with colleagues and students, violating pedagogical standards, while performing her duties. 

In the November 29, 2023 incident, she made derogatory remarks, holding her sandal and chasing students, as shown in videos on Facebook and TikTok. 

The provincial People’s Committee affirmed that H.’s actions violated teacher ethics and regulations, causing a serious negative impact on the reputation of teachers, the educational environment, and local security. 

On December 27, 2023, the chairman of the Son Duong District People’s Committee issued a disciplinary warning to H.. 

The other individuals involved were not subjected to disciplinary measures, and the provincial People’s Committee reported that the students concerned were reprimanded while some were given one-week suspensions. 

The Tuyen Quang People’s Committee confirmed that normal teaching and learning activities have resumed at the school.
